While many people think that the time we are not supposed to make Kiddush on Friday nights is between 6 pm and 7 pm, that is not exactly correct.
The creator of the website 7thhour.info, explains:
“The answer is so simple… Standard time in time zones was instituted in the U.S. and Canada by the railroads on November 18, 1883. Prior to that, time of day was a local matter, and most cities and towns used some form of local solar time, maintained by a well-known clock (on a church steeple, for example, or in a jeweler’s window). And of course, this was after the Shulchan Aruch was written.
“So, 7thhour.info calculates what the inherent ‘real-time’ is in your location, not the standardized time on our clocks (which obviously have no Halachik consequence).”
Q. When is the 7th hour that we’re not supposed to make Kiddush?

There is a dispute whether it is the seventh hour of that specific day or the seventh hour from the average midday. The custom is to follow the average midday, with the time being the same throughout the whole year (adjusting to DST accordingly). [Some follow always 6:00 to 7:00 pm no matter the location, though it is difficult to comprehend this opinion.]
The average midday is different in every location because it is based on the longitude of each place.
In Crown Heights, the average midday is approximately at 11:56 pm, so the seventh hour is 5:56-6:56 pm (6:56-7:56 pm when DST is in effect).

It could be that opinion was before the Rebbe came out with answers which are printed in shulchan menachem… That we calculate the hour based on the average chatzos of the place

Keeping the times fixed at 6-7 is like saying shabbos is going to start and end at the same time each week.

Yes, he did say 6 to 7, not adjusting for solar time. He was not clear whether to change for daylight time, 7 to 8.

How is it with making on white wine or different custom/halochos. Not everyone is carefull with this.,like what you do if you have guests that show up a few minutes later and you already started the meal (it wouldnt be nice to make them uncomfortable telling them to wait, or telling them it not appropriate to make kidush..)
Anyways where can we find more on the practicalities? Any beis din of ch guide or the sort?
There is no source for the color of the wine making any differenc. It has to do with the color of a certain star being red (actually, more like orange). As you say, there are different customs and not everyone is makpid on this. So if you have problems following this minhag, just don’t follow it. You don’t need some made-up excuse like using white wine.
