To number 3: you write “this picture was clearly taken outdoors, certainly not during a yechidus”. For your information, in those days, behind the Rebbe’s desk there was an old fireplace, which is what you see in the photo. Later it was covered with panels.
The picture is in the Rebbe’s room, the wood work and fireplace are clearly visible.

outdoors? this was what looked like the rear of the Rebbe’s office seemingly before the wooden doors were installed to block the fireplace.
This picture was clearly taken outdoors. Certainly not during a yechidus. Also, could not have been Robert Wagner running for office “in the 1960’s.” Wagner ran in 1953 and 1957.
Maybe it was Governor Harriman?
The picture was taken when Robert Wagner came to the Rebbe when he was running for office.
The Rebbe later chose this picture as the “official” photo of the Rebbe.
