The perpetrator who grabbed a Chassidic child who was walking with his father in Crown Heights on Shabbos has been arrested, the NYPD said.
Stephan Stowe, 28, was arrested on Saturday night. He is a resident of Crown Heights and lives on Kingston Avenue, on the block of the attack.
Stowe, who was wearing a mask, attempted to grab the child while walking with his father on Kingston Avenue near Lefferts Avenue on Shabbos afternoon. He has been arrested with major charges including attempted kidnapping in the 2nd degree and endangering the welfare of a child, Yaacov Behrman, Director of the Jewish Future Alliance, said.
The perpetrator is known to police, and has allegedly been arrested over 30 times, despite being under 30 years old.
He has also been arrested in the past for criminal possession of a weapon, the NYPD said.
“What is wrong with our legal system? What is wrong with society? How is this possible?” Behrman asked.
Many in the Crown Heights community are expressing outrage at the increasing violent crime in the neighborhood, with many offenders being quickly released back to the streets, often to perpetrate more violence.
“These incidents are part of a troubling pattern of masks being used to hide identities,” Behrman said. He called on elected officials to restore New York’s mask ban.
In the last two weeks, a man from the community was slashed in the face by a masked man in downtown Brooklyn. A young boy was smacked in the face by a masked man. A middle-aged man was beaten after refusing to turn over his phone to masked men. And the perpetrator in this most recent shocking incident is masked, Behrman pointed out.

Long term, we don’t need patrols, we don’t need self defense, we don’t need better policing, all we need is for people who are repeat offenders to actually stay in prison. Crime would plummet if the criminals we already caught actually sat in prison

I do agree with the outrage at the legal system. I just wanted to clarify: That perp’s parents bought the apartment. They died. Other co-ops in the building are owned by yidden and gentiles. The Yidden who own are often renting out the apartments whether to yidden or gentiles. It depends. It’s not that one yid owns the whole building. It’s a dangerous law of catch and release. One individual dangerous act cost us taxpayers money wasted 30 times, 30 times police, people, and even lives of all, including a child, were in danger because of him being free…. Even one criminal act is enough, but 30 is too much.

IY”H President Trump can deploy US Marshals. These crimes are depriving Jews of their Constitutional Rights. Take them on Federal charges. If there’s more than one perp take them on Conspiracy charges. Put them in Federal prison since NY has given up on us.
