the Rebbe never officially permitted it, it’s just what people understood from different things the rebbe said. whereas the rebbe officially forbade it “vain sofek motzi midai vadai” – you cannot override something certain with something uncertain.

Imagine the Russian army is very powerfull but before every battle the soldiers got drunk so the general made a rule no mashke so they started doing very bad meaning the mashke helped so the general unaficialy took off the rule so to here without mashke we can’t win so unaficialy even though at first glance drinking doesn’t make sense it’s fine

there were also times where the Rebbe menitoned about drinking on purim/simchas torah with the”4″ limits.
Not that its ok, but one sicha doesnt overpower the other so everyone should speak to their mashpia first to find out what applies to them.
