Yes he is.

Their 3rd brother, was R’ Leibel Kaplan z”l of Tzfas.
A family with much talent – seen through their many acheivements.

He is a very humble and quiet fellow who is always doing chesed and good.

I appreciated this interview and am not surprised that of all people it’s a Chabad Rabbi who has been elected to the post! Chabad has always been at the forefront, promoting education, ethics and inspiring the younger generation. Wishing Rabbi Kaplan much success in his new position!
