I assume that is the same Rabbi Jacob Dubrow who was the rabbi of Kesher Israel.

Rabbi Yossi Jacobson should propose his candidacy for the rabbinate of Kesher Israel. He is dynamic, educated, young, open minded and would be of a great benefit to the congregation. He will definitely be appreciated there. A man definitely suited for the job!

Not the first Chabad Rabbi on the Vaad

Actually there was a Chabad Rabbi on the Vaad and perhaps he was even the head of the Vaad for some time. Harav Yaakov Aizer Dubrow, talmid of Maharashab and Mahariyatz was very active in the Agudas Hakehilos 1925-1944. There are letters printed of some of his activities in Igros Kodesh.
