Answer: Never. The issue surrounding breakfast cereal is a modern one, especially taking into consideration the way in which it is prepared, etc. Therefore it is a shaaloh for modern day poskim, among whom opinions vary. As ususal, consult a competent orthodox rabbi.
Does this apply to all flavors?

The issue of cereal being pas yisroel is a chumroh that some have. There are several leniencies regarding cereal that make the issue of pas yisroel less applicable inckuding that it does not have the form of bread. I believe most Rabbonim in the OK would agree that cereal does not have to be pas yisroel. However, since it had been publicized that Post cereals were pas yisroel, and it seems that most others will continue to maintain this status, it is only the responsible thing to do for them to post this notification (no pun intended).

In one of the last issues Rabbi Honoka published an article stating that granola bars do not need to be pas yisroel. Why would cereal need to be any different. Who ever posted this article, please explain.

I highly doubt these Rabbis would confuse Pas yisroel with Bishul yisroel and aplply the law of Bishul Yisroel (shulchon malachim) to pas.

i thought it doesn’t need to be since it’s not Olah al Shulchon Melochim.
Like i know many poeple who eat Role Gold pretzels for the same reason. Oo course each should follow thier own Rov accordingly.
