How are they picking up the trash now?
Will it take double as long because they’ll need to open and and close everyone’s bins?

The city seems to be moving towards a trash collection system used in other cities (e.g. Melbourne). The bins are specifically designed to be hoisted and emptied into the truck with minimal human effort.
