Rabbi Yitzchok Yadgar is in New York. He is an elderly self effacing kabbalist of Iraqi descent who was born in Jerusalem well over 70 years ago.
He has been very involved first hand in Jewish Education for Jewish children for the past 50 years, especially in the area of Ta’anach in northern Israel which is about 30 minutes from Haifa and Nahariya.
Ta’anach is a group of 12 small towns inhabited mainly by working-class Sephardic families. He was given a special directive by the Lubavitcher Rebbe to use his special and unique spiritual gifts, qualities talents and vision to bless people and give them advice.
Many people both in Israel and internationally consult with the Rabbi regularly and benefit from his power to bless and his sage advice. Rabbi Yadgar attributes all of his success to his attachment to the Lubavitcher Rebbe.
The Lubavitcher Rebbe had actually told Rabbi Yadgar that he should bless people and it is as if the Rebbe has given the blessing. If you cannot meet him in person telephone consultations would probably also be a possibility.
He will be in town from now through next Wednesday and speaks Hebrew, Yiddish and Arabic. A translator to English can be present.

I had an amazing expirience with him
when he gave me a blessing to find my basshert, it happened very soon, and whatever he told me and to my friend, it was exactly right. I think he has a ruach hakodesh, and he is very very smart and caring Tsadik. He can go to any level of the person and talk to every jew in his level.
Its deffently worth it to see him. May Hashem give him long long and healthy life. Amen!
Several people, most notably Kohanim Reb Yitzchok Kogan and Reb Zalman Abelsky, were given the instruction to bless people by the Rebbe.
As anyone who knows either of the 2 mentioned above can tell you, this is not a license for anyone to become a rebbeleh.
All I do know about R’ Yadgar is that the Rebbe once referred to him as Melech Bavel due to his Iraqi origins. He is or was a devoted shaliach in a very depressed area of EY.
YES, HE USED TO STAY BY THE UPSTAIRS SPALTERS EVERY TISHREI. I AM ONE OF THEM AND HE IS A TREMENDOUS PERSONALITY. THE REBBE DID TELL HIM THAT HE PASSED ON HIS POWER TO GIVE BLESSINGS. HE IS A GREAT PERSON AND A VERY INTERESTING MAN.

If I remember correctly he used to come to Crown Heights every Tishrei and stay by the (upstairs) Spalters on Carroll St.
